Victoria, 1877
In August 1875, the British Admiralty showed in their flag book the badge of Victoria as a Southern Cross on a blue shield, placed on a white disc. The Victorian Governor pointed out in a letter on 10 July 1876 that the badge only showed the Southern Cross - there was no shield. The Colonial Office replied that the badge also had to be used on the Governor's flag, in the centre of the Union Flag on a white disc, where white stars would not be visible. A revised design with the Imperial Crown added above the shield, was approved by the British Admiralty and announced in the Victoria Government Gazette of 26 March 1877
